Chap 3 Miss 3, Can't trade for licenses

OK, I'm feeling stupid (easily induced by the game). I need to research the blueprints for the hydro dam and I need 150 licenses. I have 35. In the diplomacy screens "License trading" is grayed out. What do I need to do to get licenses?

Try collecting items from other places and sell them to NPCs for some licenses.

Continuing to feel stupid (as a 2070 newb), where can I collect items in the campaign? [In the stand-alone Jorgensen Plateau mission the licenses are rolling in as quest rewards; not so in the campaign.]

You can usually get items by doing random mini-quests. Try asking for quests in the diplomacy from neutral NPCs such as Tilda and Rufus.

Diplomacy is not available in the mission, but I got something like "Metamaterials" (I forget, but the icon looked like an ice cube) and sold it to Professor Devi for 750 licenses. Presto, problem solved, as you said. |
